IBEX: IBEX IOC required for ioLogik E1213

Description

As an instrument scientist/technician/IBEX user, I would like to have an IOC to monitor ioLogik E1213 module.
IBEX currently includes four ioLogik E1200 Series IOCs, but unfortunately not one for E1213 model.
