geolocation: E2E tests for onchain configuration flow

Goal: Update E2E tests verifying the full geolocation flow using onchain configuration.

An E2E test already exists that uses the onchain flow for DZD parent - Child GeoProbe interactions, but uses CLI flags to test the GeoProbe - Target interactions.

Once the Geolocation User and Geolocation Targets are onchain, update the E2E tests to use that instead of CLI flags for testing GeoProbe - Target interactions.
