Comments sometimes hidden in the gutter

Steps to Reproduce:

1.Be on PR branch
2.Click "Open Changes" for PR
3.Scroll to comment

Doesn't happen for all comments, Seems to be on longer sections of code.

Video first shows normal comment, then later scrolls down to show what a hidden comment looks like:

What do you have diffEditor.renderSideBySide set to?
