Update not supported frameworks.

• 51-PartialDefinitions refers to 4.8
• `55-PartialDefinitionsTest' refers to 4.8
• inne .NET 6 => >NET 8
• update NuGet after changing updating frameworks.

NOTE: All projects must use the same framework version
