Cut a release

I went to update my spin/* actions from eg fermyon/actions/spin/setup to spinframework/actions/spin/setup but the workflow then fails with "Error: Unable to resolve action spinframework/actions@v1, unable to find version v1".

We need to cut and push a v1 version to this new org.
