此 PR 旨在修复 CI 构建环境不再预装 Android SDK Platform 33 导致的构建失败问题，通过在复合 action 的预构建阶段主动安装所需的 Android 平台。
Changes:
- 将 Android cmdline-tools 的
latest/bin加入 PATH，便于调用sdkmanager - 在 pre-build 阶段运行
sdkmanager安装platforms;android-33
